01.11.2017 wednesday meeting at RAH Trivandrum. it was fruitful with the vibrant speach of our OGS Jacob sir and Regional Secretary Sreekanth sir. Topic of discussion includes the various issues faced by branches and staffs. They stressed upon the need for active participation of all members in CBOA meetings. Dates of branch visit also got finalised. Signature campaign and meeting the Trivandrum member of parliament Shri Sasi Taroor also got finalised.

We have conducted *Regional Committee meeting of CBOA Kottayam Region* at Boat Jetty Road Alappuzha on 10/06/2017. The meeting was attended by 12 (out of 15) RC members. Sri. Kishore Babu R, Asst. Regional Secretary welcomed the participants. Sri. Krishna Kumar, Regional Chairman delivered the Presidential address. Sri. Joseph James, Central Committee Member addressed the gathering. Thereafter, the Regional Secretary Sri. A R Rajesh presented the Regional sum up. Sri. Jacob Cherian, Treasurer, Sri. Akhil Krishnan, Asst. Regional Secretary, Sri. Anil D, Smt. Jyothi Lakshmi B, Smt. Sunita S, Sri.Vinod V R, Sri. Aswin Joseph and Smt. Resmi R have actively participated in the meeting.
The following matters were discussed in the meeting:
1. The amendment in the Accountability policy
The Regional Committee unanimously supported the views of our Honourable GS.
The amendment is totally against the principle and objectives of the Accountability policy.
Detrimental to the entire officer community.
It will result in Fear psychosis and officers may resort to “Escapism”.
Everyone will practice Witch hunting to escape from being penalised for the failure that will end up in Mutual disbelief among officers. Mutual accusations will spread.
Everybody will be working for finding reasons to escape, rather to find avenues for business.
THE AMENDMENT WILL TOTALLY DEMORALISE THE OFFICERS UP TO SCALE 7 AND THE BANK’s GROWTH WILL BE SEVERELY AFFECTED
Above all, IT WILL BE RESULTING IN DOUBLE PUNISHMENT AS OPAS IS ALSO DECIDED ON THE PERFORMANCE WHICH DECIDES THE PROMOTION.
TREATING THE NON PERFORMANCE AS A MISCONDUCT WOULD BE THE SECOND PUNISHMENT AND IS AGAINST THE PRINCIPLES OF NATURAL JUSTICE CAN BE CHALLENGED IN COURT OF LAW.
The RC unanimously adopted the following ACTION POINTS as suggested by our GS.
1. We must fight tooth and nail to scrap it.
2. Record our strong opposition in all the CLJMs.
3. Ensure 100% participation in the propo SIGNATURE CAMPAIGN covering all the cadres.
4. Advise every officer
to demand for KRA and record in WRITING their DISAGREEMENTS strongly if any in the beginning itself.
5. Advise every Branch Incharge to write their disagreements on THE TARGETS supported by scientific arguments backed by statistics immediately on receipt of Targets from the controlling office.
The Regional Committee made threadbare analysis of staff inadequacy in various branches.
Wherever only one officer and clerk is available, immediate posting of additional hands.
Ensure the availability of one more Power of attorney holder in all branches which crossed 50 crore Business.
Limiting Only one sub-staff promotee clerk in one branch.
Posting of second officer wherever Advances portfolio is more than 20 crores.
To ensure all pending transfer requests on the grounds of medical reasons are effected during General transfers.
Women’s Committee is formed for analysing matters including placements related to lady officers in family way.
To ensure 100% canvassing of new promoters in the ongoing process of promotions from clerical to officer cadre.
3. Suggestion for Regional level joint meeting (RLJM)*
CBOA Kottayam Regional Committee resolved to place suggestion before the Central Committee to explore the possibility for conducting Regional Level Joint Meeting at ROs on a quarterly basis. It will ensure a platform for the Regional Office bearers to meet and discuss various matters with Regional Management.
4. Mounting NPA under Educational Loan portfolio in Kottayam Region.*
As the Government of Kerala has also come up with financial aid for EL defaulters now the recovery efforts made by bankers are becoming ineffective. The Circle/RO top management is discouraging granting of fresh Educational loans even to eligible borrowers through verbal instructions. Now the pressure is on the branch heads to avoid EL proposals without sufficient reasons. Rejection of educational loans without sufficient reasons calls for staff accountability. The Regional Committee expressed concern over oral directions given to branch heads to turn down EL proposals. If the top management wishes to reduce EL, it is better to amend bank’s policy on Educational Loans rather than giving unethical pressure on branch heads.
It is decided to conduct branch visits immediately on completion of promotion process.
Visits to all other branches to be completed after the General Transfer.
The meeting concluded at 6.30pm.

CBOA Kottayam Region
Mrs. Mercy Sebastian joining CBOA today during branch visit of Kottayam Region.
With this enrolment The Congress union has NIL members in the state.
Kottayam Regional Committee of Canara Bank Officers’ Association has conducted branch visits at 23 branches out of 57 branches. It took two days to carry out visits to 40% of the branches. The visits were inspiring and the members were very much excited about the visits. The visiting teams got very warm & affectionate welcome at all the branches.
The first phase of the visits was conducted in Kottayam district on 04/02/2017 and the second phase was on 7/02/2017 in Alappuzha district.
1. Two new memberships
We got two new members during the branch visits. One and only member of the Congress Union in the state Smt. Mercy Sebastian came to our fold during our visit to Mundakkayam branch.
Another ardent supporter of CBOU Smt. Sreela S changed her mind joined our proud Association.
Out of the 200 officer Employees, now we have 180 members (90%).
2. SWF Campaign
We could ensure enrollment of 51 new members to SWF.
3. Thrift society:
38 new members joined Chennai Thrift Society.
The visiting office bearers interacted with all our members as well as with other staff members. We have sensitised the members about recovery.
Lady representatives of the visiting team well interacted with lady officers and sensitised them about strengthening of the women’s wing. Kottayam Region is planning to conduct programme of its women’s wing on 8th March World Women’s Day.
The RC is planning to conduct next round of visits in next week itself to cover 100% branches/offices.

Aromal ,a second standard student has written a letter to Chief Minister of kerala requesting financial assistance for his studies.
Honorable CM has referred the matter to Trissur dist collector, who in turn referred to our LDM.
LDM presented this before CBOA Thrissur Regional committee.
Immediately CBOA Trissur Region plunged into action and mobilised funds from CANPALs of Trissur Region and gifted study material to the boy and his brother.

CBOA team led by our OGS Sri. Jacob sir and our regional secretary Sri. Pazhanimala visited Ottapalam, Kulapully, Shoranur, Pattambi, Trithala,
Kumaranellur, Anakkara, Thiruvegappura, Karinganad, Vallapuzha and Cherpulassery branch of Palakkad region yesterday.
We requested all members of the branches to obtain maximum signatures from the customers against the merger and privatisation of public sector banks.

CANPALs of Calicut Region in association with Paliative Care Unit Koorachund and JCI Koorachund chapter arranged a Medical Camp at Kakkayam, Kozhikode. We witnessed a good response from the villagers. The presence of Canpals was well appreciated.
In the afternoon team visited the tribal colony in Kakkayam and went to each houses and gave medical assistance to the needy. It was a touching experience for the team. Canpals Ms. Hima P Haridas (PO) and Mr. Cyril Augustine (BM) and Ms. Reshma K from Athiyodi branch participated with full swing.

CBOA Malappuram Region has celebrated the International Women’s day 2018 with the inmates of Santhisadan Home for Distitute women, Pookkottumpadam, Malappuram.
Team CBOA Malappuram under the leadership of Kumaran sir, Regional Secretary visited the place and spent time with the inmates. We also distributed Bedsheets, Bath Towels, and fruits for all the 54 inmates.
It was a great experience to spent time with those Women’s on this Women’s day.
Programme was a grant success with a good voluntary contribution from CANPALs of Malappuram Region. Also around 20 CANPALs could make it to reach the place and grace the occasion.
