CRISIL is a credit rating agency and on their better rating the PRESENT NPA CUSTOMERS AVAILED LOAN FROM THE BANKS.

Both ASSOCHAM and CRISIL jointly submitted a report which says:
1. Banks must do incremental provisioning of 20% for 50 large companies to absorb any losses in the industry.

2. These companies are in construction, power & metals and total NPA is about 4.50 lac crores.

3. Banks have to adequately provide and capitalise to absorb such losses which would fuel credit and economic growth.

Today ₹ 15 crores HL got sanctioned to our IIT branch.

₹20 crores term loan proposal under SME was canvassed to our Teynampet branch.

3.50 crores NPA recovery was set for our Habibullah road branch and ₹10 lacs was remitted on the no lien account towards the recovery and the balance would be remitted on getting orders from CO.

Yesterday evening for a brief moment I had a great opportunity to meet Mr Sriram, MD, Dhanalakshmi Bank in TRIVANDRUM.

I greeted him for the turnaround achieved in Dhanalakshmi Bank for having earned profit, mobilised capital and been hopeful of repeating the profitable performance in June 2017.

He responded, “HAVING COME FROM CANARA BANK, I CANT LET DOWN CANARA BANK”.

Proud of him who was our General Manager MUMBAI before joining Dhanalakshmi Bank as MD.

Dear friends,

1986 I joined in the Bank.
1989 I came to chennai and was using second hand Ambassador TMY 1591

In 1995 purchased a second hand Maruti Omni TNO9D 5463.

2003 Hyundai Accent second hand again for 1.90 lacs.

Developed back pain and first time purchased new car Maruti wagon in 2007.

Though improved in stature and status, could not gain courage to purchase big vehicle despite the quantum increased to 10 lacs.

But after going around the country and after witnessing the youth with two year service owning big cars, slowly I also convinced myself to purchase a Big new car for 13.50 lacs HONDA BRV today by availing All 10 lacs.

Good afternoon sir , today we have conducted a brain stroming session about the current naming scenario and as per your call we have discussed on varius issues like Recovery in Written off and loss assets , Special watch and NPA management , members from various branches in and around Kolar attended the meeting. The minutes of the session are as under ,

1) The session was started by Chandrashekar Manager with the achievements of our canpals in the previous financial year and encouraged us to achieve the NPA and Written off target of their respective branches and to continue the same spirit in this year.
2) Later on all members actively participated in the session , discussed about the present situation of banking especially recent measures taen by the RBI , i.e. PCA (Prmopt Corrective Action) on various banks , and the ways to increase the profitability of the bank by getting the low cost deposits and sanctioning high yielding advances .
3) A special session on digital banking was also carried out by the fellow members and stressed the point that how it increases the profitability of the bank and how we can concentrate on recovery when the regular foot fall in the branch comes down.

We CANPALS don’t belong to either of these groups.

Dear CC members,

 

  1. Eleven banks are to be privatised, Notice is given.
  2. Lots of benefits are withdrawn.
  3. 25% cut in the benefits and are to be withdrawn. Letter is sent by the DFS to all the banks.
  4. Many banks are going to be merged which will lead to closure of branches and loss of jobs.
  5. On the contrary opening lots of private banks.
  6. Reducing the Govt holdings in the PSBs and increase the FII in private sector banks to take over the PSBs by the private sector Banks only.
  7. Associate Bank officers of SBI are not treated equally after the merger and so, they went to court.
  8. Govt. told that it would not infuse capital.

At the same time are not arresting the defaulters.

  1. Private sector banks, cooperative banks and RRBs have not given mandate to IBA.

Govt. is not insisting them to give mandate.

  1. Big banks like SBI, PNB, UBI and Indian bank have given mandate to settle up to scale III only.

 

Then,

 

How the wage revision?

 

Only up to scale III?

 

Ask these questions to all politically affiliated trade unions.

 

More particularly NOBO the part of ruling Government.

 

Expose them and their misdeeds at the local level.

 

You are the ONLY WELL INFORMED OFFICE BEARERS IN THE INDUSTRY.

 

In the interest of the industry, nation and Indian youths and to ensure their employment, YOU ONLY HAVE TO EXPOSE THEM AS THE MOST HONEST PERSON IN THE INDUSTRY TO YOUR COLLEAGUES IN OTHER BANKS TOO.

At the outset feel proud of yourself and your CBOA

  1. CBOA is the only association instructed all the RS to have a group of all the members of the respective region, despite knowing members may post negative too.
  2. CBOA requested the RS to include Chairman, President, GS and central liaison in all the groups to directly know pulse of even ordinary members.
  3. CBOA is the only association that your top office bearers browsing about 15000 messages everyday and respond also directly to each and every message wherever necessary.
  4. Every decision of the CBOA is brought to the knowledge of 216 C C members on daily basis by the GS himself directly to their 215 inboxes except one.
  5. Our is the only organisation takes initiatives to execute even an ordinary member’s suggestion with all seriousness.

E.g.: Helping the Sukma victims is not your GS brainchild. It was an ordinary member’s suggestion.

  1. Instead of hiding, your GS encourages everybody to respond and communicate to all and to his messages too.
  2. We are the only association waived Levy.
  3. We are the only association collects money only from members, NOT LIKE OTHERS COLLECT FROM CUSTOMERS.
  4. Since we are collecting from members, we are liable to account every penny and get audited, approved by EC and CC and to be submitted to Registrar Trade union.
  5. We are accounting every penny as we are collecting members through instruments.
  6. Others, as collecting from customers and cash, ask them whether they account every paise and whether all the money being credited in the respective union account?

 

  1. Every expenditures is claimed by the Regional secretaries only.
  2. Even GS expenditures are to be certified and claimed by the RS Chennai and to be passed by Treasurer and DGS.

He can’t spent even a single paise by his own without others knowledge.

  1. When every paise is claimed by the RS of respective region, no chance for diversion by anybody without the knowledge of the 118 RS.
  2. Account numbers are known to everybody which can be verified by every employee of the Canara bank.
  3. ABOVE ALL WE TOOK THE POSITION FOR HELPING OTHERS, NOT TO PROTECT THEMSELVES.
  4. Ours is the only organisation relieves the office bearers of any stature on retirement and paved the way for others.
  5. Others run by the Retired persons, outsiders and politicians have no right to talk about CBOA run by 216 CC members, out of them more than 150 are below 40 years old.
  6. Nobody has got right to talk about our CBOA as every office bearer is the performer in the Bank too.
  7. They dedicated their life to Members welfare after took care of the Bank too.
  8. CBOA is the only association always inviting all the members to come and take position.
  9. Every year about 30% of the office bearers are new which keeps the association young and brisk.
  10. When every bank wonders about their existence, it is CBOA and its 25000 members are responsible for keeping our Bank afloat.
  11. Only trade union talks about business development.
  12. Only association talks about values and eradication of frauds.

26.Our policy and way of conducting association encourages every member can become GENERAL SECRETARY.

Good morning, Sir. While you are proudly passing on credit to the Canpals for the achievements in the Bank’s business spheres, yesterday the whole nation witnessed our contribution to the Sukma martyrs. We canpals are being a role model for the entire banking fraternity.

 

Yesterday the emotion, pleasure which the entire 25,000(24000+1000 promotees) canpals had is immeasurable. Though individually everyone are helping the needy,  the collective efforts of all of us matters a lot.

 

Sir, I would kindly request you that as a part of our  Canpal activity, we shall form a charity/forum for helping people,  in the name of “CBOA foundation”, which can benefit the public at large.

 

We shall start with a paltry amount. Each member of CBOA will contribute Rs.10/- per month, which can be deducted from the salary. Approximately, we will be mobilizing Rs.2.50 lakh per month. Though officially we are helping in building the nation’s economy, with this corpus, we personally can help the nation on an ongoing basis.

 

One helping hand is better than 1000 praying lips. Here, we have got 50,000 hands. Sir, we can/will do wonders..

Dear CC members,

 

I am getting some negative feed back on the implementation of extending concessional ROI to the educational loan to be availed by the wards of our officers.

 

These kind of issues were not expected at the time of framing rules and as usual our own staff are only indifferent.

 

Instead of taking up with credit policy wing HO for any modification, our own officers at the implementation level flatly deny the benefit to be extended.

 

Basically we all must understand that the benefits are obtained by CBOA, must be made available to all the officers as it is the basic principle and intention in securing any benefits for our officers.

 

Nevertheless, in case of any problem in availing the benefit which is secured by hard efforts, kindly, consolidate and send it to our central liaison Mr JAGADEESH, so as to take up with HO for amendments, to ensure all our officers are benefited.

Dear CANPALs

 

Dear friends, as all the 24 designated office bearers visited the Sukma martyrs’ residences to hand over our humble assistance, I also decided to go to a village called Periapoolampatti.

 

An advantage was that the village is only 8 kms from my native village in deep Tamilnadu near Madurai.

 

After reaching Trichy by 11 am today from Mandya participated in Shuttle tournament yesterday, straight went to the ground where our boys organised cricket tournament.

 

After 5 pm we left for Periapoolampatti with about 20 of our youth around and reached by 7 00 pm.

 

Filled with emotions caused by nostalgia as the road led to my native village, I have been asking the details of the martyr.

 

In Periapoolampatti every house has got a minimum of one male in either Army or navy or CRPF or CISF and about 600+ men of the village are in the service of NATIONAL SECURITY.

 

Me Alagupandi, who sacrificed his life was 29 years old bachelor and the first son of an ex -service man.

 

Two sisters, one married to one CRPF soldier and another to a police commando.

 

The younger brother a BE graduate is also selected for technical service in Army which he plans to join next month despite the death of his elder brother.

 

I was dumbstruck, when I heard that he denied the job offered by the District collector  during his visit to pay homage.

 

I felt like touching the feet of the brave father, mother and sisters who are ready to send the remaining second son too.

 

I cud not control an involuntary thought flashed in my mind on the level of bravery practiced by the bank officers.

 

Bankers are aftaid of the top, down the line and the customers also  for no reason.

 

 The country is safe in the border and we the civilians feels comfortable in the inland, it is only because of the brave soldiers like Alagupandi and equally brave family members.

 

The fateful day was marked for the visit of Bride’s family to finalise the marriage for Mr Alagupandi as informed by our  brother Balaji while traveling.

Dear Friends

There was a bunch of goats and its Shepherd with an intention to safe keep them brought them up as Stall fed.

He ensured the total safety from the wolves around and provided healthy food in the stalls and dedicated to them totally.

Now after gaining fat, one naughty goat wanted freedom after seeing the wolves which are freely moving outside, mistaking it was also goat.

It sought help from the wolves to manage the Shepherd who kept them in captivity.

Wolf was allowed by that ignorant goat to enter thinking that it would help them to get freedom of going out.

Became a feast to the wolves swallowed goats daily staying within the pen.

Now, the SHEPHERD woke up, he identified the foolish  goat which would be properly dealt with.

Innocent goats are crying and Shepherd took the arms in hand.

Entire village and all Right thinking crowd is with him and it would be the end of wolves even in the forest itself.                        

The wolf story must be understood thoroughly by the members of LUCKNOW, Agra, Varanasi, Gorakhpur, Allahabad, Etah, Entire PATNA and entire Jharkhand.

Earlier seniority was given the preference and priority. The performance, qualification and knowledge were not given importance.

 

Now it is changed in view of the association representation.

 

Now three parameters are major

  1. OPAS rating – talks about performance
  2. Written test marks
  3. Interview marks

 

Accordingly all the participants are ranked and matching to the number of vacancies results are announced.

 

Kindly understand that if the vacancies are more, even a moderate performer may get promotion.

 

If the vacancies are less the best performer also may lose the promotion.

 

Let’s not undermine and abuse the brothers promoted already.

 

It may boomerang on us when we get promotion.

 

Kindly accept that the persons promoted are an inch ahead of the persons who are not promoted in ranking.

 

In the current promotion policy, your association brought two amendments.

 

  1. Waiting list will be maintained and if anybody declines the promotion, that vacancy will be filled from out of the waiting list.

 

  1. Appeal will be perused and if found there is any injustice the promotion will be given. Such promotions are over and above the vacancies declared.

 

So your cboa made sufficient provisions in the policy.

 

Kindly take up and fight against if any injustice observed.

 

You are only going to be the executives in the future.

 

All the promotees are your brothers and sisters.

 

Don’t abuse and belittle them and it is not a matured reaction.

Kindly don’t single out the issue.

 

Nowhere CBOA told the training is not required.

 

It is the administration job and being reminded always.

 

But as a majority association for the officers we don’t stop with demand and posting messages in social sites alone.

 

  1. Through LEADERSHIP DEVELOPMENT PROGRAMS, managerial responsibilities are taught all over the country on regular basis using the experts in the field.

 

  1. Through Defence workshop the officers are taught on proactive and prophylactic vigilance so as to exercise caution in the working place.

 

  1. Through CREDIT AWARENESS PROGRAM all the latest developments in credit dispensation from the officers angle being educated.

 

  1. Recent brain storming on the Accountability policy at even District level, awareness on safe keeping our interest is taught and the recent amendments are being protested strongly.

 

  1. After the announcement of promotion test, cboa organised coaching classes on all the subjects to all the cadres.

 

  1. The educative CD prepared by CBOA on all the subjects in detail and distributed free of cost to the interested persons.

A CHAT WITH A MARKETING OFFICER

 Dear friends,

Yesterday I had an opportunity to discuss with an enthusiastic, young, bright and moderately successful Marketing officer belonging to neighbouring state but working in Chennai.

Me: whether language is a problem?

MO: initially it was, but now managing.

Me: How are you satisfied with work?

MO: I am assigned to three branches.

Me: How your day goes and how you are getting leads?

MO: will go to branches and chat with walk in customers or the customers referred by the manager at times.

Me: Both the category are either already with us or they have approached us, what is your role in identifying or bringing new business or contact to us?

MO: we may at times identify the good customers out of the HNI list and will approach them.

Me: HNI customer of our branch has already proved his loyalty to the bank and branch and what new is going to be brought in by you as MO?

Okay how you will go and meet him?

MO: After getting appointment, I will go with the representative of any of the third party product like Apollo Munich or Canara HSBC.

Me: The representative will take a minimum of 15 minutes out of 30 minutes, a HNI customer normally gives. If the customer is happy with the product it’s ok but if not, are you not wasting the call?

MO: yes Sir. But, this is the direction from RO and CO.

Me: Our Bank has got about 300 products and is it not true that our loyal customer will never get chance to know through you.

MO: yes sir.

I have not probed him further dear friends,

But what I understand from him are

  1. MOs are attached to more than two branches.
  2. They are discussing with either walk in customers or the customers who are referred by the branch in charge only.
  3. Few are identified out of HNI customers of the branch for marketing the third party products only.
  4. The existing model does not encourage or ensure that the MOs are bringing in any new customer in to the bank.
  5. Thus the MOs could not gain knowledge either on products or on domain.
  6. MOs are demoralised as they could not record tangible business in their name.

What you will do if people are not passing the exam even if we announce after the willingness?

Don’t you understand if we follow your policy, the number of vacancies would be 1/3 rd of the willing candidates and then it would be lesser than what we announced as vacancies.

If 3000 people are giving willingness, the vacancy would be 1000 only

Dear Canpals,

 

Our bank is an established organisation and carrying out its functions on a predetermined policies.

Bank cannot run on the whims and fancies of individual which would be dangerous in long run and would result in generating  ” Yes Boss”.

We are carrying out the promotion process on a Long term promotion policy to be practiced for three years and on expiry of three years, the agreement would be redrawn and will be signed with CBOA.

As per the existing policy,

  1. Officers completed three years as on every march 31st would be eligible to undergo the promotion test.
  2. In case the the officers are not to the tune of three times of the vacancies, one year relaxation will be given.

Kindly understand

  1. We announced 1400 vacancies and there was no need to relax as the eligible candidates were more than three times.

Neither the bank nor the cboa can imagine that the officers would not pass in sufficient number at the time of announcing.

We can’t violate the policy as it would open the chance for somebody to go to court and stall the entire process.

  1. What would happen if more people have passed?
  2. There are direct recruited officers belong to 2009 batch still remain as scale 1 when their batch mates passed the the 2 to 3 exam.

If they demand to stop adding new batch, till they are promoted what would happen to new batch who complete three years?

  1. Where is the assurance that all the eligible officers would be promoted?

We have incorporated lots of relaxation in the last promotion policy.

  1. We removed negative marks.
  2. We reduced the weightage to interview and APAS as there could be manipulations.
  3. We introduced the interchange of vacancies.
  4. We introduced to absorb from the waiting list incase of reversion after promotion.
  5. We moderated the impact of rigour.

Dear brothers, in the modern competitive world, it is not the size matters but intelligence matters.

In the progressive world, No Organization will accept the proposal to reduce the eligible mark to promote people instead they would introduce some strict action on the failed candidates.

Let’s not forget that SBI was having a policy of imposing permanent bar, in case a candidate fails thrice in the promotion test.

  1. Youths are moving up, the pace of opening branches is reduced, recategorisation of the branches is introduced, technology is taking the front seat to reduce the human presence, out sourcing is encouraged in banking too, non cash transactions are encouraged, footfalls in the branches are reduced and business is also not being built up.

All the above factors would reduce the vacancies in the future.

BOI already introduced five years to become Scale 1 to 2 as a response to the demand of direct recruited senior officers of 2009 -10 batch who were not promoted.

Youth must gear up their knowledge base by understanding the reality in front of them.

Nevertheless, any worthwhile suggestion will be studied to incorporate when policy is amended next.

Karthick, Manager, heading the prestigious Royapettah, Chennai branch is an young CANPAL cadre and an office bearer of CBOA and he is is not new to you.

 

He joined as AEO but a tech savvy boy, continuously suggesting various tech solutions to ease day to functions at the branch level.

 

He was once invited by our DIT for a discussion at GM level for his suggestion.

 

An young, tall and handsome boy and a fully eligible bachelor too and known for his brilliant performance in the branch too.

 

Last week, during a casual talk I suggested why don’t you contribute something to the society too as you are a bachelor and after marriage, the family compulsions may not permit you to do so.

 

Reply came on 23rd Monday that he invited me to inaugurate a stall to serve ” NOT WATER” but ” BUTTER MILK ” to all passerby.

 

Friends, I sincerely thank our brother KARTHICK who gave me such opportunity to get the blessings of hundreds of people which include walkers, auto drivers, security guards of nearby places guarding in hot sun, police personnel, old women and kids who blessed after quenched their thirst.

 

It should be seen to believe.

 

I am happy that he continues.

Dear friends,

When our Visionary leader and GS G V Manimaran has given a call to our members to involve in the recovery of D4 and loss assets, many of our minority trade unions have ridiculed it! Why some of our own members have raised their eyebrows! How come a trade union has given a call to its members where normally the Bank asks its employees to do it!

Friends, there is a very thin line between what our Management wants its employees to do and what we are supposed to do!

Friends, Times have changed… just opposing whatever the Management wants to do without analysing the same is pass! We should all know what is good for the Bank and what is good for us! Needless to say what is good for the Bank is not only good for us but it is good of our survival and our future.

Look at the Banking Industry scenario; the same trade unions who were just opposing everything what the Bank/Govt does are now forced to sign a MOU with their Banks and the Govt. for turnaround of their Banks to safeguard their BENEFITS including their existing SALARY which is at stake! 11 PSU Banks were forced to sign the MOU on the dotted lines dictated by the Govt.

Now, come to our BANK! Our GS has initiated an unique concept called “CANPAL” through which he had given a call for helping our mother Bank to garner more business, more profitability and he has specifically given a call 6 months back to recover D4 and loss assets and reduce our NPA.

Yes friends, you reap what you sow, because of the active involvement of all our CANPALs we could able to recover more than ₹5000 crores under NPA and over ₹700 crores under D4 and loss assets besides upgrading thousands of accounts to Performing assets and also avoided slippage of several thousand crores to NPA. This proactive action by all our CANPALs have not only helped the Bank containing NPAs below 10% but also making modest net profits for the previous two quarters and we hope to emulate the same during March 2017 too.

Friends, true to the saying, “you reap what you sow” we are hopeful that our beloved Bank would reward all its officers with some substantial benefit during the current financial year especially by considering our demand for reduction in interest on staff loans raised by us during our 200th JC.

I furnish here below the list of omissions committed at branch level causing income leakage resulting drain on legitimate income of the Bank if not detected/recovered timely.

INTEREST INCOME:

1. OD OCC accounts :

a) Not charging correct ROI viz., , Base Rate/MCLR plus variance i.e., Correct rate of interest as per sanctioned terms.

b) Not charging appropriate Penal interest on Adhoc limits as in majority of the cases, these adhoc limits are permitted to Large Borrowal Accounts and penal interest amounts to recognizable levels.

c) Non collection of penal interest on account of non submission of stock statements, non submission of ABS, QOS & HOS before the permitted dates. This area also applicable to mainly large borrowal accounts.

d) Non reversion to applicable ROI collection after the specific period of Concession extended. This is also applicable to Big Borrowal accounts.

2. Agricultural Loans:

Branches are not considering aggregation of limit/liability for the purpose of computing applicable rate of interest at the time of sanction / renewal of the limits.

3. Term Loans:

Appropriate term premium not loading Long Term loans.

NON INTEREST INCOME:

1. Short collection of Processing Charges of ADHOC limits permitted and for the Periods of extension OD OCC limits & Other regular limits.

2. Periodical Inspection charges.

3. Documentation charges for Retail Lending loans like Canara Rent, Canara Mortgage & Canara Site.

4. For Term loans system automatically debiting applicable Processing Charges while opening of loan accounts but branches are forgetting to collect Documentation, Cibil, Inspection & other charges.

5. Mortgage charges for Large Borrowal Accounts.

6. Annual Review charges for KCCS & CKOD limits in case of limits above Rs.1.00 lakh.

7. Non inclusion of NFB limits while collecting Processing Charges.

We invite your kind attention towards the captioned communication issued from your office. The instruction issued late in the evening on 24th of this month has created total confusion and chaos. We are not against jumping in to action at the call of the nation and in fact can run extra miles to ensure that any mission proposed by the gov’t. is successful. We have proved it during the jan dhan yojona campaign and the demonetisation exercise.

However, the instructions to open branches for transacting Government business on all days from 25th Mach 2017 to 1st April 2017 have put a spanner in the works that it has spoiled the holiday plan of all the Officers. It was communicated to the Officers only in the morning of 25/01/2017, when they were getting ready to spend some quality time with their family. The enormous pressure on Bank Officers in the recent days have been enormous due to Jan Dhan, Mudra loan, Demonetisation, NPA and the impending annual closing that they have lost family and social life.

In our opinion, the necessity to open the branches for transacting Government business on all holidays one week before the end of the financial year end is not at all required. There are 4 full normal working days between 25th and 31st March 2017, which is more than enough to complete all Government transactions. It is also to be noted that Chaitra Navaratri, a multi-day Hindu Festival celebrated in many parts of the country begins from 28th March. Ugadi, Gudi Padwa and many other festivals come in between the period from 25th March to 1st April. Now, because of this notification issued by the RBI, our officers will not be able to celebrate any of these festivals with their families and friends which is nothing short of hurting the religious sentiments of our people.

We also understand that most of the state Govt. conduct their treasury function through e-platform and the filing of income tax is also through electronic mode. Moreover, in this age of digitalization, when online payment of taxes can easily be completed, it is a retrograde step and against the digitalization efforts of the Government.

During the demonetization exercise, bankers toiled day and night but compensation was not paid in many cases and there was no uniformity, wherever it is paid. There is a vast gap between the compensation being paid to the Award staff and their supervisors. An honourable and decent compensation to be paid to Officers for holiday working has to be fixed without any further delay.
In view of the above you are requested to intervene in the matter and ensure that holiday working should be resorted to only in case of urgent and genuine needs and communication are issued well in time.

MESSAGES FROM SWF TRUSTEE:

Newly joined SWF members were getting 5% interest on their contribution till completion of 5 years of their membership. CBOA has taken up this issue through its trustee and now, Trust has agreed to pay interest of 9.90% on the contribution of all the members from the day one of joining the SWF. This is applicable from the current year onwards.

I request all our office bearers to make it a talking point for enrolling new members and also informing the existing newly joined members that despite the other employees’ union enjoying majority in the SWF trust, they have not taken up this issue and all our newly joined members were paid much less interest upto 5 years of their membership and this anomaly has been set right by our beloved CBOA.

NON-INTEREST INCOME IN PUBLIC SECTOR BANKS

CANPAL A HOPE FOR PROFIT GENERATION

My dear friends after nationalization and prior to liberalization bank business was mainly focused towards interest earning activity by way of loans and advances which was guided by the administered rates. Banks were provider of few basic services, which used to generate even and predictable revenue. Liberalization of the financial sector brought a total paradigm shift, with increasing frontiers of demand. Banks have now become provider of a wide range of solutions. One such prominent field is non-interest income. However non-interest income related activities of banks which has the potential to contribute substantially to bank profitability, involving much lower cost and operational problems, remained by and large overlooked. This is more important because in the face of severe competition and adherence of various prudential norms (Basel III), the business opportunities as well as the scope of earning profit in the traditional interest earning business activities are slowly getting restricted.
In the banking Industry for generating profit except from lending we have to go for other sources of income i.e. non-interest income. Non-interest income is increasing in almost all banks in multiple times as compared to the previous years. This increase in income creates employment in the nation and Non Interest income becomes a major source of income for the banks. Non Interest income also covers bank operating expenditure. It covers the employees cost almost up to 70% to 90%. It means Non Interest income helps to increase the profitability of the banks.
In post reform period RBI has deregulated interest rate on Loans and Advances and hence every bank is independent o decide the interest rate on Loans and Advances. Now RBI has deregulated interest rate on saving account also, therefore almost all banks will increase interest rate on saving account to increase deposits in their banks. For this purpose banks offers low interest rate on Loans and Advances to increase advances and on other hand increase rate of interest rate on savings or deposits in bank account. As a result of this “Net interest margin” shrinking day by day in banking sector. To increase revenue, banks offer other services to their customers or clients and from these other services banks earn “NON-INTEREST INCOME”. (Fes, commission, charges, exchange fees etc.) Banks offer various services to their customers at cheaper cost and as early as possible. The financial report shows almost all banks “Non-interest Income” increase by 30% to 35% over previous year. In banking business nationalize and private banks earn huge income from these sources but not all schedule banks offer so many services and schedule banks earn less “Non-interest income” as compare to nationalize and private banks in India. Generally we offer to the customers a list of services like
1. ATM facilities
2. NEFT money transfer
3. Demand draft/ pay orders
4. Signature verification and updating
5. Demat account
6. Online bill/ Tax payments
7. Online ticket booking
8. Third party product
9. Sale of insurance
10. Sale of mutual funds
11. Sale of gold coins
These are some area where bank can generate the non- interest income. The well-managed banks expand more slowly into non interest activities, and that marginal increases in Non Interest income are associated with poorer risk-return tradeoffs on average. These findings suggest that noninterest income is coexisting, rather than replacing, interest income from the intermediation activities that remain banks’ core financial services function. From the different source of services and product, banks are making huge amount of profit.
Dear friends Increase in Non Interest income, the profit also increases. This increase in profit benefits the government, in the form of taxes and contribution to the nation GDP in service sector. If we want the maximum profit in the banking sector we have to make the non- interest income much more by selling third party product and collecting various service charges by providing excellent customer service. By means of CANPAL we have to motivate our officers to generate maximum non- interest income for the bank.
My dear friends through CANPAL we want to generate the source of business finding and increase our profitability. In Jaipur Conclave the team CBOA focused on the profit generation issues. Our beloved Secretary told that today’s youth focused and know the business generation technique they requires only guidance. Dear friends Think Tank members want to make CANPAL as a CANARA PROFIT ASSESMENT AND LENDING. We have to reduce our NPA and generate our profit so that we can reach our profit that is 10000 cr. All our Regional units are activated to conduct coaching classes to motivate the aspiring youths.

3. To make sure all the women team under Regional Offices of Lucknow Circle also conduct some tasks in this eve.

I feel extremely happy to tell you all that the We managed to achieve everything stated above and came out feeling more peaceful than ever by contributing in our own little way.

Lucknow Women Team arranged Lunch for the underprivileged kids at a Baal Sadan and donated sanitary stuff to the girls and other needed accessory to the oraganization.
Bareilly RO Team visited am institution of mentally retarded kids and bought smiles on tge face of each one of them!
Agra RO team & Aligarh RO team bought motivational speakers among them and made the girls realise their own power!
General Body Meeting of Women’s Team @Lucknow was a huge success and appreaciated by all.

I feel immense pride in saying that just on a single call my sisters from all of the above places stood up and gave their best to make this day worthy to remember.

Our Mission on Bad debts started yielding results.

Messages are pouring in from majority regions but few remain stone like.

118 REGIONS X 3 DISTRICT SECRETARIES X 3 BRANCHES A WEEK X 6 WEEKS = 6372 BRANCHES in SIX WEEKS.

But we have 5800 + branches only.

It means ALL THE BRANCHES WILL BE VISITED BY THE CBOA DISTRICT SECRETARIES IN SIX WEEKS TO CONCENTRATE ON RECOVERY OF LOSS ASSETS.

I am exploring the possibility of getting entry in to LIMCA BOOK OF RECORDS AND FIND A PLACE FOR CANPALS.

Two days program in Ranchi, in the company of YOUTHS gave me lots of confidence that our CBOA will not only be Safe, it will emerge as a Matured trade union in the country for Supervisors.

A call to a branch in the morning, further reinforced my confidence on YOUTHS.

Me: But, this is Ravi’s mobile number?

During our regular research work on the various benefits available to the officers we found out that the following is the interest structure on various loan facilities offered by the bank to the staff,
Housing Loan – 8 %

Two Wheeler/Car Loan – 8%

DPN /OD – 9%

Education Loans to staff/wards of staff – As applicable to Customer

It was further observed that

Recently our Bank has reduced MCLR by 70 basis points and interest rate on Housing Loans to customers has been reduced to 8.70% besides substantial reduction of interest rates on Car loans and other personal loans.

State Bank of India has reduced interest rate on staff housing loans and Vehicle loans to 6.5%, personal loans and Education Loans to 6.95% and Bank of Baroda has also reduced Staff Housing Loan rates to 7%.

On an analysis of the interest rate on staff housing loans in our Bank till 2010, for more than 2 decades interest rate has been charged at an average of 10.45% whereas average interest rate on customers was around 9.75%.

Only during 2010, interest rate on staff housing loan was reduced to 8%.

During the last couple of years interest rate on Customer Housing Loans was hovering around 9.50 to 9.90% and with effect from 7.1.2017, the same was reduced to 8.70%.

Base Rate/MCLR of the Bank has been fixed basing on cost of funds and accordingly whenever MCLR is reduced, the benefit is being passed on to the customers.

The benefit of reduction in Cost of Funds , which is 5.68% as on 31.12.2016 and reduction in MCLR as on 07.01.2017 is 8.45%, shall have to be passed on to our officers and employees also.

In view of the above we have represented to our Respected MD& CEO vide our LR. Dt.27 01 2017 to reduce the interest rates on staff loans of our officers and employees in tune with the reduction in Cost of Funds as follows:

Housing Loan – 6.5% p.a., simple

Vehicle Loan (For Both Cars and two wheelers) – 6.5% p.a., simple

DPN/OD – 8% p.a., simple (Presently, interest is charged on monthly compounding basis which we request the Bank to charge it on simple basis on par with other staff loans).

Education Loans to the staff and wards – 7% p.a., simple (Presently rates applicable to general public is charged on Educational loans availed by our staff and their wards. However, these loans are eligible for lower risk weight of 20% for capital adequacy purpose.

We the CANPALS are vigorously pursuing all steps to improve the profitability of the bank and recently announced self imposed mission of recovering the D4, loss and written off assets will certainly boost our profit figure sizeably.

We, CBOA a proactive Trade union will pursue the above listed benefits also to be settled in favour of entire staff of our bank.

IS IT NOT TRUE THAT IN THE ABSENCE COMMUNICATION, GAINING KNOWLEDGE IS DOUBTFUL?

CBOA became very big with 25000 members.

After biennial I as GS felt necessary to be in live touch with all my cadres through my frontline soldiers 216 CC members.

1. 75% of CC members are young
2. 80% of RS are new, youth and who showed interest in occupying the positions.

Steps taken:

1. Advised to restrict the groups to 118 Regional group with all the members of the region + CANBANDHAN + central committee + Be positive + CANPAL gals 2 + Think tank = 124 +

2. Advised to post only Organization related issues.

With this arrangement any news posted by the GS and central liaison must reach all the 25000 members in maximum of 10 minutes.

ARE YOU?

I am very careful in posting messages that I choose the most important information which would keep members knowledgeable and keep my CBOA transparent.

But,

ARE YOU COMMUNICATING?

1. 25% of the Regional groups are never opened.
2. 50% groups are not opening daily
3. 50% RS are not forwarding the messages in CC group to the respective Regional groups.
4. Few office bearers are PROUDLY claiming that they don’t have SMART PHONES.

5. 5% of the CC members are only responding to the GS message.

6. IS IT WRONG ON THE PART OF THE GS IN EXPECTING MINIMUM 216 CC members OR AT LEAST 118 RS TO RESPOND TO HIS MESSAGES?

7. IS IT NOT THE BOUNDEN DUTY OF THE 216 CC MEMBERS TO COMMUNICATE THE ORGANISATIONAL MESSAGES TO THE MEMBERS WHO ELECTED YOU?

Dear Central committee members,
You must have understood the reasons for enrolling the scale IV and above also as the members of the CBOA

1. Proposal to withdraw the benefit of collective and organised bargaining to officers belong to scale IV and above by introducing wage settlements at bank level.

2. No need to bring Bank level settlements as the existing provisions permit all the benefits be settled at bank level to the executives except Basic pay+ DA.

3. Even if they want to give additional increments, they can follow the SBI model of giving additional increments after the industry level settlements.

4. The very idea of bank level settlement is to introduce Variables Linked to performance and also to introduce DISINCENTIVES linked to non performance.

5. The proposal is to tighten disciplinary process of making the scale IV and above more accountable.

6. Denying the trade union membership to any Indian is unconstitutional.

7. Denying the check off is not denial of trade union rights of the individual.

8. In the interest of all our brothers and sisters in scale IV and above and to protect their future, we the CBOA want them to be part of CBOA from where they were elevated to become executives.

As you know that our Bank is the only bank is definite transfer policy as per the understanding reached with CBOA during 1974.

As per the policy the officers completed three years outside the home state will be given a chance to go to their home state by calling for their willingness.

This year also CBOA requested the administration to issue the guidelines and it is expected any time.

In Bihar, if we could brand our Singh Saab as Bhisma, Mr Anil our Vice President – the ardent disciple of Singh Saab can be equated to Mahatma Gandhi and JP who selflessly fought for freedom and democracy to our county.

SINCE INDEPENDENCE CBOA IS THE ONLY CIVIL ORGANISATION PERMITTED TO HOIST THE NATIONAL FLAG THERE AND YOUR GS IS THE ONLY CIVILIAN HOISTED THE NATIONAL FLAG WITH THE BANG OF MILITARY BAND AND THE HONOURS.

We proved that we are the DISCIPLINED TRADE UNION WITH 96% of the officers of the Bank as members.

Our membership has crossed 24000+ and marching towards crossing QUARTER CENTURY MARK.

J&K became the first state with 100% CBOA membership with the joining of one sister in CBOA.

My heart bleeds whenever our honest officers are in tears due to punishment because of the NPA.

One Retired office bearer of the MINORITY OFFICERS UNION is having the habit of lodging complaints on the branches under RTI and whistle blowing with the ONLY OBJECTIVE OF DAMAGING IMAGE OF OUR MOTHER BANK.

His notorious action has created lots of embarrassments with RBI and Govt. to both the bank and the individuals officers of the bank even on flimsy grounds.

This embarrassment includes charge sheet also in many cases.

Kindly have a watch over such elements who may attempt to get the bank documents in the guise of getting privileged treatment as an ex officer.

It gives a feeling that we may have to be professional even when dealing with the EROs of such organisations too.

Let’s exercise caution in handling the business in future and also such ungrateful elements in the interest of our great bank.

MARCH 2017 – A GAME CHANGER

Dear CANPALS,

What did you observe in December 2016 balance sheet?

Yes, I also saw the consecutive third profit making quarter amounting about ₹321.88 crores and felt happy.

But a parellel thought came.

Whether Our nearing 6000 branches, 55000 staff, ₹ 8.42 lac crores global business, capital adequacy of 12.28%, 9 crores customers, 10394 ATMs could bring the profit of three digits only?

It has prompted me to refer few key figures which are produced below:

Our Paid up capital + Reserves = 32428.70 crores

Gross NPA = 34339.00 crores

Net NPA. = 22296.00 crores

Net addition of advances during Dec 2016 quarter = 4507 crores ( which may include interest too.)

Fresh addition of NPA during the quarter = 2225 crores

Interest on advances = 7629 crores ( 70% of total interest income and 63.30% of total income)

Interest paid on deposits = 8215 crores

Total provisions = 1467 crores

I need not elaborate further dear CANPALS, you as a prudent, competent and young banker might have understood how our hard work has gone waste.

1. We could not increase our advances reasonably.
2. But we increased our NPA substantially.
3. Our interest collected from the advances is ₹ 586 crores lesser than the interest paid on deposits.
4. As if it is not enough, we have to make a provision of 1467 crore.

ULTIMATELY THE GROSS NPA IS MORE THAN OUR CAPITAL + SURPLUS+RESERVES.

ALL OUR HARD AND DEDICATED WORK HAS NOT YIELDED THE REAL PROFITS OF WHAT WE SHOULD HAVE.

COWARDS WILL GET CONFUSED

BUT, WE ARE CANPALS

Yesterday we commenced our mission in Madurai- a place known for ultimate VICTORY.

ACTION PLAN

1. Every District secretary should collect the details of the above said accounts branch wise under your jurisdiction. (USE BO REPORT 280311)
2. Group your branches.
3. Conduct meeting of the members to create awareness.
4. Design the strategies to decide the recovery plan.
5. Move in groups or individually to meet the customers.
6. Brief them politely but be firm in recovery.
7. Help the needy branches in preparing notices or write off proposals.
8. Conduct meetings among the customers to brief our relaxed settlement norms.
9. Document the effort and diarise the actions.
10. Conduct review meetings at the weekend to review and revise the strategies.

Our movement has commenced its journey YESTERDAY IN MADURAI, and will continue TOMORROW IN KOLKATA, 26th in JAMMU, 28th IN PATNA and 29th IN HYDERABAD.

District Collector of Aizawl, Mizoram posted this on Facebook-

“It was a very sad day for us when we lost four small kids to flash floods in Theihai Lui near Ramthar Veng last October.

During the subsequent visit to spot, we had committed out of emotion that will get a foot over bridge constructed over that stream there. Out of emotion because we had no idea from where the funds will come from. Not much. Just 10 Lakhs. But from then on it was a frantic search for funds.

Very happy to share that today, Canara Bank sanctioned required amount for the project under their CSR initiatives. Hoping to complete it soon. Thank you Canara Bank”

CAN BANDHAN – A CLUE TO GLUE US FURTHER

Dear CANPALS,

No longer it is a surprise that any move or call by CBOA is received with an overwhelming response and it became a habit of every member to make it a grand success.

Canbandhan is not an exception.

The CANBANDHN – an encouragement by CBOA to unite the young CANPALS to join in the life too which would further strengthen the bondage among the CANPALS have been well applauded by many youth and we could witness many happy couple in our Bank.

A view by a youth suggests that the CANBANDHAN move could be further popularised by recognising them by the CBOA by offering a small gift to the couple on their wedding day by the local cadres of CBOA on the lines of honouring the senior cadres on the retirement day.

This step would ensure the physical presence of all the CANPALS and the Ashirvads to the newly wedded couple.

As usual, I received a thundering reception when it was informally discussed among our members across the country.

Thus I view that we – the CBOA may introduce a scheme of giving a gift worth of ?2000 to the CANBANDHN COUPLES after getting the approval from the EXECUTIVE COMMITTEE MEMBERS during the EC meeting to be held in March 2017 in JAIPUR.

Hope to create a GUINNESS RECORD by having more numbers of couples in our BANK and CBOA.

Let me reiterate again that many of the benefits available to officers are decided by the respective banks, purely based on their Presence, business and profit.

I will write a detailed views on the move of SBI and PNB to give bank level settlement for the scale IV and above.

It may be under consideration by other banks too.

Don’t think it is an attempt to divide the work force, because we are already divided.

Except the pay slip component, which may constitute only 40% of the remuneration, all the benefits are decided by the respective banks only.

So we are divided already.

It is an attempt to make the working condition worst and first step to introduce “HIRE AND FIRE POLICY”

It is a way of moving the industry towards creating the ACCOUNTABILITY FOR NON PERFORMANCE.

Since the top knows that there is no unity among the scale IV and above who are vulnerable and susceptible they want to introduce first for them.

Right time for them also to annexe them in to trade union activities in their own welfare and interest.

NO BENEFIT COMES WITHOUT A PRICE FOR IT.

Denying trade union rights to anybody is unconstitutional and illegal and can be challenged in the court of law.

Cabinet secretary – the top civil servant is the member of IAS officers association .

They met the PM and HM when one of their colleague was affected.

Be clear on your rights.
